Job Summary:
Plan, execute and complete civil engineering and land development projects for public, private and energy sector clients to achieve desired results.  Coordinate efforts of team members, consultants, clients, and others to successfully deliver projects within project scope, budget and schedule.  Insure quality control of project deliverables.  Perform a variety of complex professional engineering and design activities. This salary, exempt position will work independently.

Essential Functions:    
* Manage projects from initial client contact to project close-out.
* Define project scope, determine budget and schedule, plan and execute work to achieve desired results.   
* Provide leadership and support for project team members.
* Effectively communicate with team members, leaders, clients and consultants.
* Ensure successful on-time completion of project deliverables within scope and budget.
* Prepare highly complex and technical drawings, documents and reports.
* Support business goals of senior leaders, owners and clients.
* Participate in recruitment and selection activities; make recommendations for selection of new team members.
* Supervise staff: conduct timely performance assessments; recommend and implement approved discipline; and maintain high standards necessary for efficient, professional operations.
* Manage financial aspects of contracts to protect company's interest and simultaneously maintain good relationship with customer.
* Make presentations before groups, including councils, commissions, townships, professional and public meetings, as needed.
* Comply with and support company policies and procedures, labor laws, and applicable regulatory provisions..
* Exercise proper care and maintenance of company equipment.
* Ensure staff works in a safe manner following safety requirements.
* Frequently work more than 40 hours per week and non traditional hours including night shift, Saturdays and occasionally Sundays.
* Travel for overnight and extended stays as required.
* Travel by public and private transportation via automobile, aircraft and other means of transportation.
* Perform additional assignments per supervisor's direction.

Knowledge of:
* Principles and practices of engineering and administration as applied to the design and construction of civil works infrastructure, and land development projects.
* Principles and practices of supervision, staff selection, training and personnel management.
* Materials and equipment used in the construction of civil projects.
* Construction methods and inspection techniques.
* Federal, state, regional, and local laws, regulations, and guidelines related to site design and site construction operations.
* Development of engineering designs, construction standards and specifications.
* Cost estimating and contract administration.
* Project budget development and expenditure control; budgeting procedures and techniques.
* Safe work practices and related regulations.
* Principles of public speaking, conflict resolution and excellent customer service.
* Quality assurance methods and practices.
* Land Development, Hydrology, and Hydraulics.

Ability to:
* Learn, follow, and enforce company policies and procedures.
* Plan, organize, direct, coordinate and supervise the functions and activities necessary to design and construct civil infrastructure and facilities.
* Lead, supervise, evaluate and train personnel effectively.
* Delegate authority and responsibility.
* Schedule and program work on a long term basis.
* Develop plans, designs, specifications, cost estimates, and engineering standards for construction and improvement projects.
* Develop budgets and control expenditures.
* Coordinate the work of consultants, engineers, and other department staff and agencies concerning major design and construction projects.
* Conduct engineering research work and solve complex engineering problems utilizing a variety of engineering techniques.
* Prepare comprehensive technical reports and recommendations.
* Analyze operations and initiate improvements.
* Establish and maintain cooperative working relationships with elected officials, administration, other employees, and the general public.
* Communicate clearly and concisely both orally and in writing.
* Read and comprehend complex laws and regulations and initiate policies and procedures for their implementation.
* Exercise good judgment and initiative in complex and sensitive areas.  
* Use computer and needed programs effectively.

Qualifications:  
* Prefer a licensed Professional Engineer in Pennsylvania or have the ability to obtain the license within 6 months.
* A valid Pennsylvania driver's license with an acceptable driving record per company minimum standards for drivers.
* Must obtain and maintain all mandatory training.

Education:
* Prefer Bachelor's degree from an accredited college or university in civil engineering or a closely related field.

Experience:
* Prefer five years of progressive experience in the engineering design and regulatory permitting to include roads, stormwater facilities, erosion & sediment pollution control, underground utilities, site development, and energy development.

Physical Requirements:
* Ability to occasionally work in field environment with exposure to dust, noise, inclement weather conditions and extreme temperatures.
* Ability to walk and work on uneven terrain.
* Ability to wear required personal protective equipment.
* Ability to sit for extended periods of time.
* Ability to use standard office equipment to include computers, copiers, phones, faxes, etc.
* Ability to efficiently type, file and perform other administrative duties.
